Restarted my PC and now it worked, and indeed it does look pretty good, with a lot of tweakable settings, which is pretty rare on PC !
Maybe it helps alt-tabbing a few times until it displays correctly?
Your monitor doesn't have good enough local dimming to provide a good representation of HDR. My Samsung G9 does the same thing, I just use a calibrator on my monitor and don't touch the HDR.
It can help forcing the software into HDR. Either by going in and out of fullscreen a few time, or adjusting the on/off slider a few times. It's not easy to solve, but it can definitly be solved
I had exactly this problem, turns out I had to go into the config file, blackreefConfig.cfg, which can be found in %USERPROFILE%\Saved Games\Arkane Studios\Deathloop\base\ (from https://www.pcgamingwiki.com/wiki/Deathloop ) , and change r_hdrMinScreenLuminance to "0". For me it had defaulted to 100, for some reason
