1. Close the game.
2. Delete the package files related to the one it's stuck on (for example fs-base-0.1.61.fspackage and fs-base-0.1.61.fspackage002-006)
3. Restart the game and it will decompress the remaining files and redownload the one you deleted (hopefully properly this time)
I have tried multiple times and it keeps downloading it wrong. But considering people have installed the game, I can only assume it will eventually get it right.

I did that too and it re-downloaded the File-base correctly. Its frustrating but it works.

They are basically saying to choose another location to install the ingame download. Only do that if deleting the offending package(s) doesn't work though. No point downloading everything again if you can get away with only downloading part.
