A few minutes ago while today's Hotfix was downloading (slowly of course), I was poking around on my HP laptop and decided to check out HP Command Center, which I hadn't looked at until now. It has a tab called "Network Booster", which was set to "Auto". I changed that to "Custom" and set the priority of FlightSimulator.exe from "Medium" to "High". Bingo! My download speed of the Hotfix immediately shot up from ~2 Mbps to ~20 Mbps.
If anyone else is having slow download issues, check if your computer came with bloatware like HP Command Center that may be unnecessarily throttling. It really shouldn't be called "Network Booster", it should be called "Network Throttler" since it degraded performance when there was plenty of bandwidth available.
