There's a 'more animal husbandries possible (64)' mod by modelleicher (Farming Agency) that allows you to exceed the limit of 10- normally you can't add any once a map has 10- but read the warnings- so you could see if that works on the map, plus backup and test for any map compatibility issues. Also test load times before/ after trying mod- and if slows game down (I'd say also don't add more pens than you need to just because you can as it could get too PC hardware resource heavy!)

Also/alternatively see if you can buy any farms / fields with in game animal enclosures, either using these if fit what you need or deleting by selling those you don't need if will let you (some maps won't)
