That has a tool "Clear Tip Area" which will (should) delete the TMR. Just stand on or close to the tip area and set a suitable radius.

Make sure the loading buckets you have tried are set to pickup TMR, as some are limited in what they can be used for.
There is also, a front loader attachment that looks like a snow plow, with a discharge tube, that I use to pickup various spilled items. These are usually set to pick up darn near every commodity available in the game.
Finally, I have used the Landscaping tools (P key --> Constructions --> Landscaping), & then select "Paint". Choose a texture such as grass or a gravel that matches the area, & paint over the spilled TMR. This method removes any piles of commodities, & sets the ground texture to whatever you choose. Note, this also removes the option for plants to grow where new textures have been laid down, so if you want say Meadow Grass, in those areas, you have to switch to Plants, & paint over the Painted area.
