ive worked on a Grimme and a Ropa in real life. But i would love nothing more than to work on an AVR just as i do most in real life. But ive noticed a large lack of AVR equipment in both the vanilla store and with Mods. Is there a reason for this? Does AVR not want to be associated with FS22?

I also think modders have a tendency to produce mods of vehicles already established in the game; and, not equipment that hasn't been approached. Typically, those companies that are represented have 3D models of their equipment to be provided and then made game ready by developers and modders. Some companies prefer not to provided those 3D models to prevent copying by other companies or to prevent copyright and patent infringement.
