I get a lot of stutter here and there, quite annoing really, but I will fiddle around with the settings
You are aware that if this is a new install or your first time playing it wouldn't matter what you set your graphics settings too, its a known issue with this game that the shader cache can cause these stutters and will sort themselves out after a while of playing, for the first few minutes (upto 30 - depending on the complexity and size of the map) you will get these stutters, after a while the game will smooth out.
The point you are getting the same stuttering people were getting when this game was released with 20 series cards, proves that you can throw as much horsepower at the problem it isn't going to fix the issue with the game engine.
I play this game with all the settings set to max, When I used DLSS it gave the game a weird "grainy" look which it didn't have before, to me it looks perfect in 4k with everything up to max, and runs smooth as silk. - apart from the aforementioned and well documented "not a bug, its a feature"
