Mate, i _was_ helpful. I spared the op much time looking for a "server side" issue, since there is none.
Look.... i play the FS series since FS15, i played on many servers and i also hosted dedicated servers for those games. I've never had any issues connecting to them or get my friends connected to my dedicated servers or hosted sessions (yes, there's a difference, in case one don't know yet).
So, it _is_ an issue on the op's end. Could be anything from messed up network configuration, screwed up router settings, useless modifications in the hosts file, or the classic magic pixie dust settings in the so called "firewall".
But at the end of the day, none of that is a server side issue, it's a local thing. If that would be a server issue, the forums would be full of complaints all over the place.... instead of just a handful of players with a messed up gaming rig.
I know pretty well, what i'm talking about. Some dudes do some magic tricks with their configuration without any idea what they are doing, just because some other dudes on the internet told them, it's a bright idea to turn a working computer into useless crap by screwing up the system settings. You look for an issue, i would start there. ;-)
Would you rate this more "helpful"? I didn't say anything else as above, i just wasted more words and time...
