Try cultivating first.
Yeah cultivating with a harrow first works but it seems kinda redundant when there's one built into the seeder. I got a the D9 Conventional Drill on the modhub and it works much better on my little tractor than the combis in the base game.
It makes no sense. And you are not the first to mention it.
But it _always_ tell you. Refer to my screenshot.

No mention about not needing to drill.
So while I agree that it makes no sense, game >does< tell you :)
Or does not tell you. Which should tell you. It's a poor UI design choice from Giants, IMO.
