I'm sure there are others here and there, but definitely not a common thing. In cases like Farming Sim, or Flight Sim or whatever, that'll pretty much never happen really.
It has most definitely matured as indicated by the new version right around the corner. Every single version has always had remaining issues before they fire up the cash cow again. It's been making them money for years and won't change because there's no "real" competition to force their hand.

Like in your last post regarding this topic, the answer is no. They are two entirely different games, if anything FS25 will probably have features from FS22's DLC built into the game.
You will miss out if you don't buy the FS22 game. This game is complete, and has Thousands of great mods. You can play that for 1 or 2 years, and get the full worth of your money.
The FS 25 will have the usual slow start, with bugs, and no mods for a very long time.
