Also, at max settings, for this engine, 70 fps isn't that bad. I see you have 90+ hours in game. What fps was your old rig getting?
Also, what the hell is wrong with 70 FPS?
Turn down stupid settings, set DLSS to balanced or quality and let us know if it helped.
EDIT: Re-reading your post. You use a 1080p monitor? WTH? lol :) But with that low a rez you should be getting higher FPS. Are you sure all drivers are up to date?
I run FS22 on a 4k screen with a RTX 3070ti (+ R7 7800X3D paired with 32GB 6MT RAM) and always get a solid 60 FPS (monitor is 60Hz). Something is wrong with your setup.
Trying to undermine someone by saying "that new PC isn't that impressive" isn't really helpful to be honest. Their PC is more than powerful enough for this game, it may not be the super top notch PC you have, but its what they could afford and what they wanted.
This is most likley your issue, you can search these forums for many other threads just like this one:
- alright I may have over exaggerated a little there but you get the point, and more often than not, its all because of an issue - a known issue with the game engine where it takes time creating a shader cache, you just got to let it do its thing I am afraid, just keep playing the game and it will eventually smooth out.
If it doesn't after at least 30 minutes then you may have another problem, but as I said this normally fixes this issue.
Don't keep changing your graphics settings it isn't anything to do with that, and if anything it will make it take longer, this can happen after a major game update or from a fresh install, or if you have just installed a load of mods... just let the game do its thing.
Eventually it will smooth out and it will be fine, and I also thought this game was soft-locked to 60fps anyway, and I be honest with you, why do you need more than 60fps when you are traveling up and down a field at 15 mph?
What's so "WTF" about 1080p - 59% of steam users are on that resolution?
Numbers does not make a thing great. Unless it's 4k :)

DLSS works wonders in this game. But with strange side effects. A lot of weird blurring.
EDIT: No insult intended, but do you know what you are doing?
Short: Your new PC cannot run everything at max. And it does not have to.
EDIT: My PC "wants" a 4080 Super. But even with that, I cannot "max" in all games.
Write to me, using your words, what's wrong, might help you.
