I don't think a Mod even exists that adds irrigation.
AFAIK, even in that mod the mechanical side stays the same as always. You approach a valid water source, option to refill shows up and you either buy or refill for free and drive to your unload point/field.
Please note that some old modded maps may have badly/wrong configured water planes (like was in No Mans Land) and you have to use refill stations to gain water.
On vanilla maps you should be able to fill your tanks (as long as the tool accepts water: make sure it has water symbol listed when you look it at the store page!) from any river that has actual water. Those slightly moist ditches do not count as that water is just a texture.
