If it stops accepting materials, just give it a few hours or a day or two to work through its input, and then you should be able to sell to it, again.
Since silage pays so much more than grass or hay bales, it's usually worth going through the trouble of making and selling them.
As far as the best time for sale is concerned, the game menu has a price overview list for all the goods you can sell. Select the silage, grass or hay, and look at the coloured arrows next to the prices and sale points. A green arrow indicates the price is rising, and a red arrow indicates the price is falling.
Ideally, you'll want to sell when the arrow has just turned from green to red or slightly before that, so you get the maximum price out of it.
There's also a general tendency for prices being higher in winter.
I use a mod called "Time Saving Stock Check" for an easy overview when to sell what.
