Dairy won't take Sugar Pallets or trailer loads

I think the point of the industrial sugar mod was to allow sugar products without growing sugar cane or beets or whatever. However, I buy sugar pallets and the Dairy (vanilla or premium, I forget) won't take it to allow Milk+Sugar=Chocolate. I bring the pallets to the point where the Dairy takes milk and it isn't taken, I empty the pallets into a trailer and the "Overload Sugar" option does not appear. There's no other intake, is there? I checked, the inputs are milk, and I add that np, and sugar, and the trailer lists its contents as sugar cubes same as the input needed.

It doesn't seem to me that it matters that the sugar came from a mod - it's a sugar pallet and sugar in a trailer, so the source shouldn't matter, right? Does the Dairy only take sugar via redistribute from sugar production buildings?

Any help appreciated, I'm clearly not getting something here.

I have been having trouble with the ethanol plant. it takes material but wont produce. it says there is not enough room, but the menu shows otherwise.

Odd issue, though not exactly the one I'm dealing with. So odd that the games shows the stuff as Sugar, so it's recognized, but won't take it in any form.

Maybe the Premium dairy has only a Milk intake? But it makes chocolate ("ingredients missing"). There is no ground-level grate like so many others have for things like grain.
