When you buy a hard copy normal activate though maker or devopeler site!!
You can setup the program run though steam as a 3rd party game.
Because it literally says under Games>Activate a Product on Steam : "To register your product with Steam and add it to your Steam library,enter the product code distributed with a retail CD/DVD..." It doesn't say which games work and which do not. Farm Sim is sold on Steam, its not some obscure game that isn't even sold on this platform.

I have numerous physical copies of non-steam [non-Valve] games that the keys have worked in Steam after they've become available on the Steam store
By that logic though the game code should be compatible with the other stores that host this game right? Why is it automatically Steam? This game is sold on Epic and Xbox Store. I mean people should be free to download a digital copy of this game from whatever store front they want.
Also the print out or the manual that came with the game should tell you where to go to redeem the code, I believe for FS22 you have to go to the Giants website and register it there, as it seems you can use the code to download updates manually from their eshop

Why? Maybe your internet connection sucks and you need to borrow a friends connection to download the latest updates and put it on a USB stick or burn it to a disc like its 2002, or maybe you like to keep an archive of the updates so you can easily "roll back" if you don't like something.. who knows, People buy physical copies for many reasons. But just because the game is available on Steam and there is a code does not automatically mean you will get a free digital version of the game as well as your physical copy.
Basically the long and short of it, the OP needs to contact Giants to find out what is wrong with the key.
