Anyway, a Ryzen 5 with two 8 GB DDR4 sticks isn't exactly good for a gaming PC in 2023.
16 GB of RAM is probably the bare minimum for most modern games.
Maybe more memory is desirable though.
Lower graphic settings and you'll just fine.
I changed some of the default settings from Very High to High.

I suspect that it might be more of a game problem instead of just a settings problem since most of the YouTube tutorial videos I've watched are also jittery.
but more seriously, i am not sure it's your computer the problem but your setting..., you can try different configuration in the game to view what is going well with your computer...,
and when i talk of setting it's can want to say more different setting...,
By example :
1 - In the BIOS of your computer you can change some setting, usually the computer of today offer more fast default option, you have the configuration to put your pc to save the more energy, it's will give low performance,
2 - You have the option to choose the normal configuration, it's between basi and high,
3 - and you have usually the option to choose to priorise the preformance of your pc, it's make you be able to use all the ressource your computer can give if they are needed...,
you can have more other place to look to be able to change the way your computer work, by example, if you use the NVIDIA driver, in this you can change the setting to priorise more power and what you want for the basic thing giving by your video card, and you can say her to change all the setting of a game by the one you choose in the NVIDIA driver configuration...,
and for finish, you have the ingame option, depending of your choice it's can change some thing...,
they can have other thing you can adjust but this is the basic usually,

AND, yes, one thing i forgot always to say, it's the memory, it's make a very big difference, two row of 8gb can give problem in game today, in the old time it's can be good to think each of our memory go for the thing we made,
but today with all the capitalist thing all the compagny make to take your information, you need to have very very very very more memory to be able to play a single game or for the same game than 20 years ago by example, because by example, you want to play a game, so it's ask some memory, Steam whant to follow you, so it's ask big amout of memory, the compagfny they make the game (here it's Giant), want to have your personal ingo too, so it's ask again memory, Windows too want your information, so they ask again more and more memory, your internet compagny want to follow you, so it's ask again more memory, ect... they can have more and more compagny they follow you to be able to have your info and say you buy this, buy that, buy all the thing we sell, or to be able to sell it, ect..., so only for the compagny we need to have usually more than 8x the memory and sometime more and more x 1000 meg a game usually need to be able to play a game,
by example, i have make a test on Steam with a game, the game have going out more than 20 years ago, the compagny have changing nothing in the game (but at each 20 years they make old thing going out again saying it's new ha ha ha), but for this game in the time we need 4 meg (no Steam, no compagny they follow you, only the pc and the game offline), not GIG, but MEG, and today for this same copy/paste game we need 16gig to be able to make it running, because of all the compagny they follow you, so, if we thing in a gigabyte they have 1000 meg, and the game need in reality only 4meg it's want to say all the other ressource (15996mg) of the memory asked serve to feed other compagny they follow you..., but it's the world we live in today, the compagny use our ressource for free and in more they make money with and they ask us to pay for this and that in more ha ha ha...
but anyway, sorry, i am perharps too deep but i have wanted to explain the minimum, but before i forgot again, if you want to change your memory, don't change you 2 8gig for a single 16gig by example, it's give nothing, but 2 x 16gig will be very good, but you need to take 2 x 16gig they have the same speed, you put one in the slot one and the other in the slot 3 for the memory in your computer, like this the two will work together and in more they will be able to give you more speed ram again than the speed they can give...,

in looking your picture i view you use some option that give me big problem in testing the game, but again i am not an expert and each computer can be different depending of her thing, but the graphic option you use, in my test have giving me strange ugly graphic and lags...
The HDD will only affect inital performance if you do not run out of RAM.
A RTX 3060 is PLENTY to enjoy this game.
But hang on; The 5600G is fitted with an iGPU, make sure that the game does not run on that, but on the vastly more powerful RTX 3060.

I have an internal SSD and a lot of my games in an external one. No issues at all. These days, SSDs are the only way to successfully play a game, especially the late titles.
It was backing up everything (including mods) onto the C drive.
So I uninstalled the game and reinstalled it onto the C drive. (Which only has 116GB free of 465GB.) But that alone seemed to cure the stuttering 90% of the time.
I've copied Daniel's settings and will probably try them eventually to see if that helps even more.
BTW, knowing (Google Translate) that in French tres = very made reading his settings decipherable. (Oui & Non were obvious.)
