This just helped me out a lot. Thanks.
Nvidia Driver shader cache builds up over time and consists of several games you've been playing. You can delete everything in this folder to start fresh.
C:/Users/*your PC*/AppData/Local/Nvidia/DxCache
EDIT: I would try setting it to something like 10GB.
It took me about 15 minutes for the stuttering to subside when I started a new game, and to be fair this only happened once, the initial boot up of the game on the first map, every other map afterwards the stuttering wasn't as bad or even as noticable.
I just grin and bear it anyway. Play through it, this game doesn't require lightning fast reflexes so its fine. Whenever I may start a new map I always spend a little time driving around to get the shader cache working.
