What the heck are you talking about? It auto updates in the modhub in-game like all mods. You just have to download the update in-game. You don't have to re-register or anything, not sure where you got that from but every step you listed is hilariously not required.
Also you could have simply gotten the pack for free by clicking download on the store page for it on Steam. To go through all those steps to get it through those means was a personal choice and not required.
But here's the thing. For some reason, when I try to update this mod, it opens the corresponding DLC page in my browser.

There I see the button to get it for free, which leads to the register page.
The only possible thing that I could think of why this happens is, that I recently "activated" the corresponding free DLC from within Steam.
If you did not get it through Steam, then it probably isn't listed in your DLC properties page for the game on Steam, thus the game thinks you need to look for an outside source for an update because it is something not from Steam. Not sure if you go to the AGI page on steam if you see that you own it already, if not I would try adding it through steam without the registration code and stuff that's totally unnecessary, and see if that starts working.
If that doesn't work you may have to manually delete the mod from the mod folder on your computer and then try again to re-add it through steam. If none of that works I would say you either have to go to discord or forums for official help, or you're stuck updating it through your means selected at the time of installation.
If by "recently activated" you mean you already did all this and you didn't manually enter some registration key and stuff from another site on Steam to activate it, then I would verify your files and restart steam itself. It's on the other website because some players buy the game straight from Giants and don't use Steam, so that's how they would add the AGI pack to their games. It was a personal choice to go that route for a Steam copy of the game.
Edit PS: Also no one has figured out yet what the update actually did, there's no patch notes for the AGI change(s). It's probably a minor branding or similar issue since no one on Discord or that I know has seen any real noticeable changes to the way they look or work. Even more likely (because all the official DLC got updates with 1.6) is that it's just a simple header update that changes the version number in the mod to the current game version.
When I click download on the AGI DLC store page, it just launches FS22. It happens now, and I do believe it happened when I went to download the DLC. Once in the game, I went to Downloadable Content to install the DLC, but when I clicked to download it, it to took me to that page hwfreak linked, to register and download from there.
As far as I can tell, I have no way for steam to recognize the DLC as installed.
You didn't. Anyone who chose to register to get the pack and not just click "Download" on the Steam Store Page for the AGI pack did so from personal choice. There was zero reason you had to do this, and again it's only there for people that do not buy the game on Steam, so they can get it themselves.
