what do I do with small bales of hay?

Store them for later use as animal bedding, mixture for TMR. Same thing you'd use hay for. The small bales are just another form factor.

I got horses right now but cant figure out how to give it to them

I think you might need a bale-shredder or mixer wagon and just put the hay in it, that might allow you to give your horses hay using the bales.

If your using the standard Giants stable just move the straw bale into the middle of the stable.

Small bales can be picked up by hand. You don't need a bale spike or front loader.

just stack them next to the feeder trough , they will be automatically used when needed .
