i mean getting a game to run is pretty basic troubleshooting most people can solve themselves so excuse me for listing the "obvious"
Oh yes, I completely disabled AV during load.... Forgot that in my list. It's execptioned in firewall and AV scanning...still nothing.
I once had a problem with a game not running, i always updated graphics drivers and sound drivers. Then i tried looking for other drivers in my system and pretty much every other driver was outdated. After updateing the drivers, the game started without issues.
Since getting track of all drivers was a pain in the ass, i tried a driver management tool like driver booster.
But i read that the newest driver booster is pretty much crap. I still use driver booster 5.
Alternatively there would be driver easy.
If you don't trust these drivers, you can still scan and then look for current drivers by hand on the internet. But like i said its often a pain in the ass if your hardware vendor discontinued drivers for your hardware. Because then you have to look for other sources.
Something you might try is un installing and re installing the game. I have done that before with other games and it worked.
Going to deal with the issue via Steam Refund. Game still has an issue with something on my system that it is not compatible with.
Did that.. twice..

One thing that you could try.
If deleting the shader_cache folder helps with the problem for older installations, maybe your game just cannot create that folder. So try creating it manualy where it belongs.
No go. Something in the game has an issue with my system.
