Stubble Tillage/Seedbed - what do I need to do to it?
I've noticed the "stubble stillage" state of my fields and I don't remember it from previous FS titles I've played - what do I need to do to it? I normally harvest, gather straw, mulch, cultivate, seed, fertilize and weed (I don't bother with rolling, I have rocks off anyway). I get the stubble tillage state after cultivating and then I just seed on top of it. Should I change this order?

I can also see a "seed bed" state. What do I need to do to this state either, or is it the best state to farm in?

Use a mulcher after your harvest to gain 5% yield for next planting. That should be done before cultivating, if you are planning to cultivate at all (some seeders don't require it as you may recall).

Pretty sure cultivating this removes the bonus. I believe this is meant for direct seeding only.

OP, Roll stubble tillage to get seed bed. Plant on your seed bed.
