If I wanted to host a server in my own home for myself and a few friends, where we tend to have different schedules at times, I should be able to do so without having to purchase a 2nd copy of the game or pay for a server host.
Between this and in-game ads (yes, actual ads are streamed to the game, search steam for this thread), it makes a person question their business practices.

I got it preorder for 25% off on GMG. It was still that price for there fall sale also. Those that pay full price because they can’t use google to each their own.
I think a lot of the “updates” they are supposedly making are them trying to block the pirated from having full access and it’s hurting normal players too but who knows.
Players literally begged them for dedicated player hosted servers and crossplay while FS19 was the thing. They listened and now we all get to deal with the growing pains of getting what people whined for.
If you believe this I got a bridge to sell.
They are simply greedy and it is a joke at this point.
And to the OP, remember you do not only need to buy a copy as a server, it will also require all the DLCs etc on top.
A lot of other games do that too. Like Ark for example. You can buy a subscription at one of the service providers to have your own server for you and your buddies or for your community. This way the devs don't have to maintain their own infrastructure. (Imagine the rage if the Giant would host the dedicated servers. The usual complains would appear like under every other game, like: "but what if Giant decides to shut everything down, or goes bankrupt?" :D)
If you don't want to pay for servers, than you can host your own game and open it to public, and be the host. You don't have to pay for a secound license. You just have to keep the game running. Which isn't a good solution neither.
Plus don't forget that opening up a local game to public through your machine is only good if you play with your friends, because as more people play the more processing your rig has to perform. Resulting in perforlmance gapes. So even if you buy a 2nd license to create a game and open it up...you still would need (at least highly recommended) a 2nd computer to be able to run it smoothly.
Has nothing to do with server infrastructure and everythign to do with greed.
Making a player pay for a second license to run their own dedicated server software is scummy as ♥♥♥♥ these days.
Hell the vast majority of games with dedicated software tools - can be downloaded anaonymously - via Steam CLI - you dont even need to own the base game or even log into Steam directly to setup a server.
As for the piracy complaint from the devs.. bwhahahahahaha.. seriously.. bwhaahahahaha - if a game has MP any player run servers.. you can bet those are very likley also cracked with the game itself. (At the bare minimum able to 'direct connect' play via LAN over WAN type tools)
That being said many cracked games that have their own dedicated server tools, can join those servers without issues, as many games (especially those with player run servers) only verify game version and mods prior to joining and rarely require authentication of any account to verify if its owned. (such as steam authentication)
Not to mention most cracking folks ALSO crack the server tools. (as pointed out in an above comment and on thier own forums- this happened nearly immediatley with this game.)
This is my first FS game - and I bought it more of an impulse buy after watching some vids online without much digging beyond "I'm feeling nostalgic for the farms I grew up around and I wanna play with tractors"
Knowing what I know now, how the devs respond to many very valid complaints, and many of the actions (or inactions) they seem to be taking on critical bugs and stances on issues like this (and not with just this version - looking back they have a bit of a history)... well... should have saved myself the MSRP and waited for a sale and continued to live vicariously though youtube letsplays.
As for your ARk example - the server tools are 100% free, can be downloaded annonymusly- and yes - even cracked versions can join those servers if the version match.
Does renting a physical server cost money? Of course (unless you have the spare hardware) - but thats not what this issue is about. Simply charging for a second copy of the game (on top of whatever server costs you may have) - to even let you set up a server on your own hardware is beyond scummy.
Again....you DON'T have to buy a 2nd licence! Where did you get this stupidity from?
Just rent a game server like you do for Ark, DayZ, Minecraft, Satisfactory, Valheim ect ect ect ect....
Saying that this is greedy nowadays is just a cryboy cheapstake comment. This game offers you multiplayer which is totally usable. If you want dedicated servers up and running all the time, get it for yourself.

If you want to use your computer as a dedicated server...than sure either buy a license, or just let your game run endlessly. But why on earth would anyone want to do that?
I don't care about the "reason" Giant stated on the side of the decision of this approach with the piracy ect. I never care about anything a game developer says about piracy, since every game dev is always using piracy just as an excuse for things they want to do. But that is a totally different discussion point.

All of the above server software is provided for free, most of the time without even owning the base game itself.
I have run my own severs for all the games you listed (minus DayZ) and this has never been an issue. This has never been an issue with ANY game I have EVER run a server for. And I have been doing so for 15+ years. (I have an ARK, Minecraft, and 7 days server running right now)
If you want to run your own dedicated server on your own hardware - you NEED a second licesne - period.
Being able to rent a server that includes this already - does not negate this argument in anyway as you ARE paying for the second license, just indirectly.
Just because you are not running your own server on your own hardware does not mean this is not an issue or that this practice is not scummy as ♥♥♥♥.
