Local co-op

My wife and I are fresh out of games and we were looking at this series. How well does it play co-op? How sandbox is this? Are there late game goals (ala build an empire?).

We would generally be aiming to pwn the game so to speak... Is that kind of endgoal possible?

the game does not have local coop, if you want to play coop you need two pc/two console or a combination of the two

That is what I meant.. we would each buy a copy on our gaming machine and I guess host a server? Is persistent server a thing here or is it just not that game?

yes, with my wife we ​​both play cooperatively, each one on their pc. the server is hosted by whoever creates the game.

Works brilliantly between family members (on 2 or more PCs and game copies).
Play in a persistent world (stored locally on your HD) and share the money (if you want). Can't get more sandboxed than that!

As for end-goal, I guess you can set that up by yourself in various ways. Go for different production chains or all of them to create your "empire" :)
