and if you are using mods take them out and start a new save if that works then you know its a mod that create the problem
How about we make sure his laptop can actually run FS22 before we tell him to start deleting folders?
I disagree with your suggestions FS22 is not primarily online so turning off your computers protection will do nothing same with deleting shaders_cache, your first option should have been to verify the integrity and if that doesn't fix it then go into the games folder and run the games .exe as administrator.
EDIT: None of what you are trying will harm your computer but you need to remember to turn your protection back on at some point.

This is a good site to see if you can run games. The link above is to test for FS22 but you can have it check just about any game.
The other unfortunate thing is you have gone past your refund time and a refund will be next to impossible now. (I would still try though, with an explanation. You never know)
Don't forget to turn your protection back on.
