I think that was patched out so that it is no longer possible to kill him and get back to the grace in time to reset before the death is registered.
If you still wanted to try it, I would recommend turning off Cloud Saves and make a manual backup that can be restored manually for multiple attempts.

1. Kill dragon (use bleed or frost to speed this up)
2. Run like hell to grace and sit down.
3. The dragon dies slowly and awards runes after the slow death animation. Sitting at grace resets the dragon but the death and awarded runes are still received. Repeat at #1.
That is why I recommended a manual backup. So the OP could try it enough times to get skilled at the reset just in case it is still possible. :)

as soon as you see the dragon move (aka, starting death animation) quickly get to the fort faroth grace, and sit at it. if it worked, the dragon should respond and you should have your 50k runes. the trick is to get to the grace before the full death animation plays.
You just need to kill the dragon and then rest at the nearby site of grace before you receive the five Dragon Hearts. Because the dragon has such high HP, it's best to use effect that deal % damage, like bleed, poison, or black flame.
The easiest and earliest version of this is to grab the Poison Mist ash of war from the Swamp of Aeonia and apply it to a weapon with bleed, like the flail or morning star. Wack the dragon until her HP is too low that another bleed will kill her, then apply poison and wait by the site of grace. She'll twitch, then start crying out as she dies. You may need to reapply poison a second time.
How does it work as in, why does this happen?
After encountering similar glitches with other enemies, I'm fairly confident that this is a failsafe meant to prevent you from missing out on unique drops. A "unique drop" typically means an item with a 100% drop chance but it only drops once. Usually, the enemy stops spawning entirely, but there are some exceptions. If you kill the enemy but don't pick up the unique drop, then the enemy will respawn and drop the item again. It will keep doing this until you pick up the unique drop.
Greyoll respawns because normally killing her awards five Dragon Hearts, but you're resting at the site of grace before they get added to your inventory. Since you haven't received them yet, the game respawns Greyoll, but you still get awarded the runes for killing her, for some reason.
And no, it hasn't been patched and likely will never be patched.

3. When his health is close to being 0, get on your horse in preparation to b line to the grace site near by, continue hitting him until you see his tail twitch. When that happens, that's your cue to book it to the site of grace as fast and possible, get off your horse, and rest before you get the 5 dragon heart rewards.
By the time you rest, you should get the runes, in addition to the Dragon remaining in the same spot, thus resetting his health back to full. Then just rinse and repeat.
In time, there's an even better farming spot when you get more gear and levelled up involving White Mask Vere's Quest, where you can reach a particular site of grace on the under ground cities of the game and farm a particular crow from a distance, in addition to those alien head albaneurics. Looks up YouTube videos on guides for that one.
