Damage Scaling of Rivers of Blood
So the weapon has a base Scaling of "Str E", "Dex D" & "Arc D". Now my question, which might also be stupid, is: Does the DMG of everything, the normal attacks and the AOW scale together?

Since im focusing 100% on the Ash of War I was wondering if its better if I just wholly focus on Arc

Yes, normal attacks and aow scale based on armament power which increases by related stat increases, weapon upgrades and buffs directly increasing armament power.
Upping arcane also increase bleed buildup stat slowly, so arc is a good investment. After you've hit the soft cap, also increasing Dex is likely more effective for armament power.

As a rule of thumb, always level the required attributes to the bare minimum and then focus exclusively on one attribute for the scaling.

It other words yes, you should go full ARC with RoB as it affects both the attack damage, the AoW and your bleed procs.

RoB is quite viable on a mostly pure Arcane build even though it only has a D scaling in it at max upgrades.
The only caveat is your damage is somewhat more heavily split between Physical and Fire which usually isn't ideal.
Arcane will also increase the bleed even more so it has its upsides too.

So what would happen to the AOW DMG if i cap out on DEX instead?

It would be a lot more physical than fire which is generally better but not a huge deal, it's honestly total preference whether you run Arc or Dex on it.
