Bosses, enemies etc. DO NOT scale with anything except NG/NG+.
Boss HP and resistances scale very similarly to base game, meaning that NG to NG+ is a pretty small jump and may or may not be easier depending on how your build has evolved in that time. NG+ to NG++ however is usually a more significant jump in difficulty.
This isn't consistent. Some bosses have quite regular difficulty increments, and some get big jumps at NG+ to NG++, and NG+4 to NG+5. However, this is the same as base game.

Overall though, the DLC is already quite 'hefty' in terms of boss HP, resistances and damage in most cases - and even in NG you will be facing them with a high level character; so besides knowing their movesets better in NG+ and maybe tailoring to their weaknesses better, it's probably accurate to say they will be harder.
The only thing NOT consistent with the base game is how many runes you get, for DLC bosses give the same amount of Runes in NG and NG+, and the max runes at NG+7 is abysmal. As in, crazy low.
Malenia goes from 480,000 up to 1,224,000 Runes in NG+7.
Elden Beast goes from 500,000 up to 1,275,000 Runes in NG+7.
Meanwhile the final boss of the DLC (which is MUCH harder) goes from 500,000 to 637,500 at NG+7. DLC bosses are extremely unrewarding compared to late game bosses from the base game, despite being much more difficult.
