Im stuck on the mirage rise puzzle help me

so im doing the mirage rise puzzle for the unseen form spell right?

so I'm meant to go to the pedastal and get a map,

then I find the phantom crests and it appears right?

but what happened was I went up to the pedastal and I got no map,

and the phantom crests didn't appear???

I've: restarted, reinstalled, verified game files, restarted my laptop,

(im on steam btw if that helps) PLEASE HELP ME :(
