The item drops once per playthrough for each person. It is very useful for everyone who gets it, so nobody is going to be willing to part with thier own. not to mention how difficult it is to obtain it.

You can duplicate items easily just by using manual saves. And people do go to NG+.

No, actually. If you use mods and don't know what you're doing, sure. But manual saves are really easy to do. All you have to do is go into your file system and copy/paste a couple of your own files, and that's it. That's essentially the same thing as the game itself does constantly whenever you save, just in this case you have the option to roll back to a previous state.

Found in a chest in Hidden Path to the Haligtree. In the large central room, there is a broken section of railing. There, you can drop down to an invisible platform, and walk to a small room. The chest is past an Illusory Wall, behind the Grave Glovewort (9)

Duplicated save games have been and still are legit as far as Fromsoft is concerned

They only care about modified stats
