They aren't likely cheaters, they are just good hardworking folks that went way into the game with a low level player.
I have a rune lvl 11 with +1 weapons and all 4 talismon slots with many upper mid level talismons. I didn't cheat, I skilled the build and created backup saves in case I accidentally got a plus 8 weapon put in my inventory by an npc.
Co-op triggers the invasion mechanic, just like popping humanity or embers did in the earlier games. There's always a choice, and there's always a tradeoff; this is something you either need to accept, or get on with installing the Seamless mod.
Also worth noting that the privacy settings on a user's profile have nothing to do with whether or not they're a cheater; I've seen plenty of folks with multiple VAC bans with wide-open profiles. Post hoc error, red herring, etc.
