Well considering bairns in general are meme items and are not very good at PvE (like most tools actually) you better use them in either meme builds or low-level builds. At low level my horned bairn does most damage, at 60/60 Int/Fth other bairns may be better I doubt they will ever be your best damage option. Tools are not for people with high investments, they are for people who have no stats to use more superior option. Considering PvP, well, most people can dodge all bairns easily so yeah. Also to maximize damage from Omen bairns you need 4 pieces of a missable heavy set, to max dmg of Horned bairn you need one light garb you cannot miss. I'd say Horned for low levels, Omen for high (and then again, you are better off just casting Phalanxes if you have the stats)
I only really used it when I cosplayed Hornsent so yeah. I guess they make tools weak because otherwise they would be too op since they can be used by any build even at RL1. And wooden plank in ER is actually the best shield for parrying or ashes like Holy Ground/Vow of the Indomitable bc it only weights 1
