What type of weapons are fair in pve?
I mean, which weapons are the most balanced in terms of fun and game balance. To have a fun but not easy experience.

non somber great swords and curved great sword I think will give you a balanced experience.
when it comes to smithing stone weapons you should think more about the ashes of war than the weapon type tbh, even weaker ones can seem OP with stuff like lion's claw

basically all of them feel balanced with a normal str/dex build as long as you didn't pick one of the really strong ashes of war
don't use blasphemous blade
Katana and Greatswords are both very balanced, nothing fancy but completely capable of getting you through the entire game. Shield + thrusting sword is another fun combo (not very damaging but lets you mess with enemies with the unique block-attacks). One of the first thrusting swords you can find (Great Epée) also qualifies for greatsword ashes-of-war like Eruption so it gets some fun options later on, there's more damaging ways to create lava puddles but they're always welcome in a big fight.

Both "fair" and "fun" are very subjective. You know yourself the best, nobody else can tell you what is fun. The developers obviously put in -all- the weapons and spells to have fun with in your own way.

Having said that, typical straight sword weapon types are good in all souls games and usually can be upgraded easily.
Halberds and Flails.

That's true, it gave me the feeling that many skills, like katata, took away a lot of life and posture.

Greatsword makes the bad men go away.
You have to tell what are you going to have as main stats before i can recomend you something tailored for your build.
I love spears, specifically the partisan. That one isn’t too good or bad

The build doesn't matter so much, it's just what type of weapons and even the style of play that seems more balanced to you as well as fun.
All of them. It's PvE. None of them are fair in PvP, because of course they aren't.

The former is a matter of designing a game that is accessible to a large number of people. The latter is a matter of fact, that reality is harsh and will not acquiesce to any lack of preparedness
Uchigatana was really Fun and balanced for pve. Unsheathe IS good and the more you use, the more you practice with the timing and sometimes It can help break Boss defense. It has some ok blood build UP (but you can use bloodflame or different encantations for different situations). It looks really cool with a samurai set.

I had Lot of Fun with base samurai weapons. Close combat ? Uchigatana for you and only gets better with practice. Longe range ? Standards samurai bow to deal with those annoying snipers or deal with a trap before It gets you.

Also a small parry shield on left hand. Its much, but its something to work It and have some Fun.

Sounds like Uchi is the only weapon you've tried - not to provoke you, but it's very valuable to experiment with other options, particularly the ones available at the start of the game.

You're not wrong, though; Fromsoftware ensures all Katanas are above other weapons in most regards.
