So apparently the DLC will follow Sekiro's leveling system

I was wondering how it was going to handle levels, as by the end of the base game you do start to run out of stats to invest in.

No, that article is wrong and misinterpreting Miyazaki's interview. The game actually has collectibles scattered around the map and guarded by bosses and such, which will each boost the player's normal stats by ~5% while in the DLC area. The enemies will just be scaled accordingly.

...You start to run out of stats to invest in in the base game? What? That doesn't make any sense. The max level is 713, and there's no downside (save PvP matching I guess) to increasing your level. You're never going to get anywhere close to that level unless you're shooting for it specifically.

I mean that the level caps are 20/50/80 with a bit of variation by stat. By the end game, the core stats for your build will be in the vicinity of 50. More than that doesn't see a big improvement on your effectiveness. Adding a big chunk of extra content to level through, when your build is already at the soft cap won't feel very rewarding progression wise. So I can see why adding the Sekiro style power-ups is needed to reward players with a sense of progression.

Do we know if new game+ will reset these items?

Actually scratch that question, i guess it must otherwise people on ng+7 would be missing 8 games worth and be underpowered comparitively

Don't think anything has been confirmed but I'd assume not. Sekiro had a cap on those items and I don't think From like the idea of infinite scaling and how it may impact NG+.
