No.

Since you don't technically own the game, the store won't even let you buy the DLC (for your account) I think.

Only option that could work is if you can gift the DLC to your brother (and I don't know that you can, but you have to check the store to see)

You can definitely gift the DLC to your brother's account. I've received DLC gifts from friends that didn't own the base game. I don't know if you would get the DLC from family share though.

You should, unless it's consumables and things or indicated otherwise.

I've family shared several games with addons and DLC and they've always been there for the shared accounts, but again no idea if special cases exist outside the mentioned stuff like in-game currency and whatnot.

I am in the same situation.
Its letting me purchase for myself without owning the game.
But on the DLC page it doesn't mention family sharing is available.
So don't know what to do.

Pretty much wondering this. Other DLC on steam don't say "someone in your family own this game," like the base games do, yet they do show family share in tags. SotE doesn't have the tag. I guess we'll have to wait and see? I'm thinking if the platform is consistent it may be added once it's released or can be pre-downloaded.
