I have tried EVERYTHING to fix stuttering after 5 minutes of launching
Issue: GPU usage consistently drops down to a low of about 15% from baseline 60% (7900XTX) after roughly 5 minutes of launching the game. Whereupon Elden Ring then heavily stutters at about 5 fps - being virtually unplayable. It also prevents online play by returning to menu.

Solutions Attempted:
Updating BIOS of Motherboard
Using DDU and reinstalling AMD drivers (like three times now)
Creating a new Windows user
Setting monitor refresh rate to 60hz
All graphical settings to low
Verify file integrity
Reinstall the game
Reinstall the game on a different drive
Uninstall EAC and reinstalling it
Updating DirectX
Ran memory diagnostic
Ran file system checker (sfc scan)

EDIT:
Additional methods I tested:
Ray Tracing turned off
Launched in offline mode through in game settings
Xbox controller is up to date
Disabled the MS Root Enumerator
Disabled steam/amd software overlays. (Xbox game bar can't be disabled for some reason)
Uninstalled all other Xbox apps

Should I try anything else to fix this garbage? Getting really frustrated.

UPDATE WORKAROUND:
Use seamless coop mod or wait through the lag to play it offline mode.
Tried playing with minimal software running.

This is most likely an issue with Easy Anti Cheat, AFAIK the coop mod you're using disables Easy Anti Cheat. I had the same problem in Elden Ring and Armored Core 6. You can probably fix this issue by disabling "USB selective suspend" in Windows power plan settings.

PS. I do not have an ASUS motherboard, I have an ASRock Taichi and the fix still worked.

My PC components are listed at the top of my profile. I saw success when manually setting my FCLK, but it causes too much instability in my PC when I use it. Whenever I try manually setting the FCLK or enabling XMP, my computer crashes when waking up from being put to sleep.

I'd like to get this issue solved before the DLC drops. I've made previous threads before, but I was unable to find a viable solution and it's disappointing that a game from such a massive company functions so poorly.

The mod doesn't risk banning you because it doesn't use FromSoft's servers. It's also a super easy install, literally just drag and drop into the Elden Ring folder and use the .exe provided.

Oh my god. I have an AsRock Taichi board too. I will try this fix out later, but that's probably it man. Just in time for me to pick up the DLC too. Thanks. I did figure it was EAC just wasn't sure why it causing the issue.

Tried changing your PCIE is set 4x16 speed not auto in Bios?
Maybe physically reinstall your card. Make sure you plugged it into the max PCI lane slot on your mobo. On my b550 board, its installed on the 4x16 slot not the extra 4x8 slot.

Yup, the controller needs updating. Not as often though. In fact I havent done it since it fixed my issue two years ago haha.

Thanks for that, had the same issue with controller - never thought that was a thing, and why cant MS update their own controller through windows without a separate app? grrrr.

For me Bitsum ParkControl (Pro) helps a lot to kill stutters.
With one click you can unpark all cpu cores (which cause stutters when parking).

This helps me in Returnal & Hogwarts too.

But I use still other tweaks for ER too:

And very important:

Go to your windows power plan settings and disable USB selective suspend in advanced options.
