how do u use dragon communion seal?

Yes, even if you dont meet the stat requirements you can have a seal equiped just for the pasive bonus. Always cast with the seal granting more incantation power acording your stats.

Either casting using it or having it in your offhand will give you the bonus. Bonuses also stack, so if you grab another one in NG+ (or have it dropped for you) you can use two. You don't get the bonus if it's in your equipment, but not in one of the active hand slots however.
