Moonveil is great and can carry you into multiple NG+ cycles. It's Ash of War comes out very fast, does good damage, and deals good stance damage. Not sure why folks say it drops off toward endgame. Skill issue I guess.
Darkmoon Greatsword is a powerhouse and deals physical, magical, and cold damage. Very good weapon.
I will assume PvE for the time being.
The Wing of Astel absolutely melts bosses and other big enemies with the right setup, the weapon art is relatively fast to use and has multi-hit characteristics that make short work of some bosses, although faster ones, such as Maliketh, may still prove a little difficult to hit. Always make sure you have a generous window to use it, otherwise you may take unnecessary hits.
Also great for crowd control if needed.
The Darkmoon Greatsword is your best choice for maximum damage. Use the Weapon Art to buff the sword, then just throw out charged R2 attacks. This one can be buffed in so many ways, it is essentially the King of Intelligence build weapons. The Shard of Alexander, Godfrey Icon and Magic-Shrouded Cracked Tear in particular greatly affect the power here.
Damage gets even higher when you also hit the R2s sword slash in combination with the projectile. It also destroys poise, so you get a lot of opportunities to riposte bosses.
The Moonveil is easy to use and does great single-hit damage. In addition to this, it is also the easiest and earliest to get of the weapons you are considering. Just like the Darkmoon Greatsword, you will deal extra damage if you hit the Sword Slash aswell as the projectile.
Other than that it is really just a worse, albeit much faster, Darkmoon Greatsword.
At 70 Int i recommend you use the Darkmoon Greatsword, it is decently easy to use and gives amazing results. Just make sure not to be greedy and always prioritise dodging over dealing damage.
If you wish to know more in-depth details or details about another weapon, do let me know, and i shall answer to the best of my capabilities.
Its bastard's stars of course!
Imperator Ricardo is correct that it's good for large bosses due to it's AoW. Beyond that it's meh. Maybe upgrade it and keep it around just for those large bosses? Upgrade preferencial should bias toward Moonveil or Darkmoon Greatsword.
Guess no one want's it to spread huh?

The amount of hypearmor onyx lord repulsion grants.....oh my god. You can have 3 or 4 rats ganking you and nothing will interrupt the shockwave.
But to answer the original question, I'm pretty sure the Darkmoon Greatsword is the best one. Once charged, it's projectiles don't cost FP, do tons of damage, and tons of stance damage. It can cheese most of the game.
