when using BHS for example, not putting those points into vigor might be a reasonable decision.

you didnt specifiy the purpose of your post. is it for arena?, is it for invasions?, is it for coop?
so i just chose some dude optimized for clearing bosses as a coop partner.
put more points in vigor PLEASE.
the thing is, they need to make sacrifices to reach certain breakpoints (cast speed,poise, lightroll, requirements) , especially if they want to use FP intensive options.
But its better to go for 40 vigor and lose some damage negation as the sacrifice by using 1 or even both soreseals.
1450 HP with 17% negation is better than 994HP with 33% negation for example.
20 levels goes a long way for a glass cannon
