what halberd does the most damage for a quality build and whats the best ash of war to use with it?

Guardian Swordspear is generally considered the best because of its excellent Dex scaling when set to Keen and fast attack speed. Plus you can change the Ash and easily farm two of them.

Overall the Guardian's Swordspear is the best halberd, I agree. It really wants to be Keen though, it works by far the best with any kind of Dex or (Int or Fth)/Dex build.

Quality builds are generally... not the best choice in Elden Ring. If you really want to go that route though, the Nightrider's Glaive is your best choice I think.

Giant Hunt and Piercing Fang are my favorite AoWs for halberds. Braggart's Roar if you want a buff, Beast's Roar for a quick ranged attack.

Black Knight's Halberd and the Ghost Slash AOW are a fun combo, especially if you run a STR build
