so...death lightning?

In all my playthroughs, I somehow missed fia's storyline until my recent NG+ after looking up a guide to find spells for my "Redeemed Malina Paladin" faith build I have going.(of course her signature attack spell is mandatory) I prepped death lightning having recently completed fia's questchain thinking: "Ohh, deathblight blight spell! This should make players panic!" when in all situations where either i've been invaded or my host has been invaded they stand around in it like its a mildly annoying smoke for its entire duration and yet no instant death proc.

Is wiki lying to me or is 30 buildup per tick not that much?

It's only use is to oneshot players in PvP. It's vastly outclassed by Ancient Dragon Lightning Strike in all other aspects and use cases.

But the deathblight smoke doesn't seem to do jack to them, is its main draw the initial lightning strikes?

Correct. It can oneshot on direct hit.
