I didn't have the dragons falling through the ground though, I can see how that would be annoying af.
Stop trying to annoy me.
I usually do this:
1. Rest at the grace near the tower.
2. Examine the tower's pedestal.
3. Immediately seek out and kill the turtle spirit west of the ruins. (west side of plateau) Look for the regular turtles hanging out near the ledge and look down.
4. Now seek out and kill the other spirit turtles. DO NOT rest at a grace or teleport.
You think in all 3 playthroughs that I haven't tried that and everything else including a dozen other things that nobody else has tried?
It's broken.
I repeat.

I could solve the puzzle since i know exactly where all of them are (I have physically committed their exact locations to visual memory) AND THEY ARE STILL NOT THERE, 'dumbass'.
I even went as far as nuking the entire shelf, multiple times, but to no avail.
And me pointing out that the 'lizards' are placed in a stupid spot where they bonce unrealistically all over the place (landing in stupid and odd angles) and then off cliffs, is BAD design that needs to be re-evaluated.
