Btw: you can cast Law of Regression without to change your stats, there are enough int. increasing items in the game, even my char with only 7 int. can cast it.
well i burned the erdtree and found the item for repair at a goldmask corpse under the colosseum, idk if that helps u? (even with seeing goldmask alive with corhyn in the snow zone after burning eldtree)

marika's scarseal (since the soreseal is in the haligtree and usually people don't have it yet): +3
stargazer talisman: +5
intelligence-knot physicks tear: +10
grafted blade AoW: +5
Godrick's great rune: +5
total: +34 int.
I didn't have the Marika scarseal so I had +31 which was more than enough.

well you have a point. I did have the stats for it, in fact.
edit: actually, I even forgot about the radagon scar/soreseal so you can get up to +27 without the grafted blade. even with just the scarseal and without the omensmirk mask you can get +23 which is surely enough for any starting class to reach 27 STR 👌
I didn't have to go find anything to do it, in my first playthrough. I hardly skipped any dungeon so I had everything I needed. it may be the case for other people too and maybe they just didn't realize they could.
