Is there any reason you do not want to use a save file? I keep my save files locally, and never had an issue reloading them.
Just like the first person mentioned though, you'll need to be offline. The randomizer launcher automatically puts you offline though so it's not too complicated.
Edit: there is also of course the option of copying a save file you have right from the start of SoTE and then just replacing files with that one when you wanna start over. This would allow you to stay online. https://youtu.be/M1GEL75FiVc?si=_TTwjOLPzDRHY0Tr
You gotta kill Mohg and Radahn, BUT you also need to kill Godrick and Margit. AND if you choose not to use any site of grace in Altus Plateau OR Mt. Gelmir OR progress Ranni’s questline (which can save on time but does have a caveat that ill say now) and just head straight to redmane castle, you’ll have to fight a Crucible Knight and Misbegotten Warrior.
So that’s five bosses (Four if you do Ranni’s Quest or Mt. Gelmir/Altus), heavily varying in difficulty. I didn’t even bring up Mohg, you gotta do Varre’s questline to get that early, which even if you aren’t doing SOTE i would just recommend it since there’s a few awesome rune farms near Mohg’s boss and that will SEVERELY help you in leveling up.
But that is the brunt of it, and respectfully I don’t know your life but fighting even just the Crucible and Misbegotten at low level would make me cry. If you’re gonna do this I’d really recommend asking a high lvl friend to password summon for you during those bosses.
I also totally jumbled the order of what you need to do but that’s just because I’m remembering it all from the top of my head.
EDIT: I think you actually gotta kill Renalla to get to Altus, so five bosses both routes (maybe four for Mt. Gelmir?) but you pick your poison.
Get one of those mega mule saves that people use for PvP. Only use the safe ones that won't get you banned (it should be specified on download page). Unlike the mod options people offered above, they don't force you to go offline (they were made with multiplayer in mind after all)
They usually have every item/spell in the game and amount of runes enough for any level
Some of them don't have DLC items and/or DLC area unlocked
Just make yourself a build to start a DLC and pretend you actually collected all that stuff by playing the base game

But you have to ask somebody else where the save files are located because I have no idea nor do I need to know. I'm not playing online so i don't need to worry about hackers softbanning me.
Surely you would just use the taunter's tongue to get into the capital through the tower of return, if you need a bonfire on altus to trigger Radahn you can then run back through the capital avoiding most things and jump round the bridge gate to get past the draconic tree sentinel seal from the capital side to enter altus. No bosses needed then to get Radahn. Once Radahn is dead you can then finish Varre's quest and straight to Mohg. DLC in two bosses
