Performance Issues
I got the game about a year ago and it ran at a smooth 60 fps most of the time, however I put the game down for a while. My friend implored me to give it another shot, so I decided to try again with a new character. However, the framerate is absolutely unplayable. It's constantly stuttering and outdoors areas tend to be between 35-50 fps. Indoors like caves are around 50-60, with only cutscenes and boss arenas operating at a steady 60.

I'm running a GTX 3060 with an Intel i5-11600KF and have 16 gb of RAM, which was previously more than enough to run the game smoothly at maximum settings. However, changing graphics settings in-game barely has any effect on frames. Nothing inside of my computer has changed since I last played, nor do any other demanding games suffer from these issues.

So far I have tried:
- Installing all Microsoft C++ packages from 2005-2022
- Verifying game files
- Changing graphics settings
- Updating drivers
- NVidia Control Panel changes such as forcing VSync, turning on Texture Filtering and setting it to Performance as well as Trilinear Optimization and Anisotropic Sampling, Power Management set to "Prefer Maximum Performance".

While the above did help get me from 30-40 fps to 35-50 outdoors, it's still not really enough to make the game not headache-inducing with the consistent stutters. Any advice or other tips would be greatly appreciated!

in this case there are a lot more possible causes, it starts with a outdated bios, background apps, windows internal problems (the event viewer could show such issues) and a lot more possible things.

technically suddenly constant low FPS are mostly related to a bandwidth problem

maybe try Reset PC in recovery option, i got this problem like you before and fixed.
Buy a proper graphic card 3060 is very low end...

I think this is counterproductive if you wanna raise the framerate, since if the game can't keep up with 60 fps you'll start dropping half the frames...

Apart from turning off RTX the one biggest contributor to performance is "shadow quality". The game also uses swap space a lot so if you're much lower on disk space than your last playthrough that might degrade performance. Though if in-game graphics settings doesn't change anything I dunno what to suggest here.

If you're exclusively playing with a friend you might also wanna consider the Seamless co-op mod, it dummies out a lot of the regular netcode (including EAC) and that also saves a pretty sizeable chunk of performance. (Drawback of course being that you can't solicit extra help from randos if you're stuck)

the game has an issue with shader compailing, you need to play the game a bit to get less stutters. Everytime the game needs a new shader, it stutters. I dont know how long shaders are stored locally but if you dont play Elden Ring often the saved shaders will be overwritten or just deleted.

Theres a way to bypass the anticheat software, but you can only play offline. Its reported to increase performance in some systems. If thats your case, you may need a better cpu not gpu. I think your gpu is fine, this game is far from being a graphic powerhouse. It uses an old engine from the ps4 era.
I think your pc is simply too weak but lets give it a try:
In steam elden ring options set advanced startup command "-high"
Next check ur temps maybe ur card slowing down due cooling issues..

disabling EAC wont help, and if it may get you 5-10 fps if anything

his pc is not to weak, when the game released i played with a 970 and had nearly 60 fps all the time, besides in the open world. Upgraded myself ot the 3060 and got 60 FPS everywhere. The game has shader issues and gets hard stutters when its compailing new shaders.

Only way to fix it, is to keep playing you will get less and less stutters as you move on.

I would like to sincerely thank everyone for their comments and tips, however upon the idea of looking at my temps, I used HWMonitor and immediately found the source of my problems. It would appear that my motherboard's CPU Fan header has once again shorted out my CPU fan, causing it to not start properly. After switching the header, ordering a new fan, and using my finger to properly flick my current one on, I now successfully achieve 60 fps at all times in the game.

This is the second time this dang motherboard has killed my cpu fan and I don't know why I didn't immediately think to check it. But fun fact: actually having your CPU be cooled while the game is active does leagues for performance. Again, thanks everyone. I'll be sure to use a different fan header when my new fan comes in...

A 3060 shouldnt have an issue getting 60 fps at 1080 high. Unless youre playing at 1440p/4k youll see dips

And now i know 100% you do not know what you are doing....

Nice to hear, i often do not ask this question anymore because a lot of ppl get pissed by ask for temperatures.
