technically suddenly constant low FPS are mostly related to a bandwidth problem
Apart from turning off RTX the one biggest contributor to performance is "shadow quality". The game also uses swap space a lot so if you're much lower on disk space than your last playthrough that might degrade performance. Though if in-game graphics settings doesn't change anything I dunno what to suggest here.
If you're exclusively playing with a friend you might also wanna consider the Seamless co-op mod, it dummies out a lot of the regular netcode (including EAC) and that also saves a pretty sizeable chunk of performance. (Drawback of course being that you can't solicit extra help from randos if you're stuck)

Next check ur temps maybe ur card slowing down due cooling issues..
disabling EAC wont help, and if it may get you 5-10 fps if anything
his pc is not to weak, when the game released i played with a 970 and had nearly 60 fps all the time, besides in the open world. Upgraded myself ot the 3060 and got 60 FPS everywhere. The game has shader issues and gets hard stutters when its compailing new shaders.
Only way to fix it, is to keep playing you will get less and less stutters as you move on.
This is the second time this dang motherboard has killed my cpu fan and I don't know why I didn't immediately think to check it. But fun fact: actually having your CPU be cooled while the game is active does leagues for performance. Again, thanks everyone. I'll be sure to use a different fan header when my new fan comes in...
