Need help with Commander O'niell

You will need to set multiplayer password in order for someone to help you.

But you can easily kill him with poison and ranged attacks.
You can buy infinite poisoned darts from local merchant.

He can be cheesed in so many ways. You can use finger seal and poison mist to cheese couple bosses including this one. Finger seal is in roundtable, poison mist incantation is in weeping peninsula, you can get faith talisman in liurnia so with 7 faith you will meet requirements to use incantation(if you didn't lvl up faith yourself), make sure you have few blue flasks to replenish your mana. Sneak behind him and re-apply poison every once in a while.
You can use horse and lure him into those rot geyzers and they can take a chunk of his HP away, but with this method you need to be aware of your surrondings like these phantoms he summons, rot knights and the worst, Milicent that will make your horse despawn.

I said combination of poison and ranged attacks.

Crossbow, bow or even kukris are all useful.

I mentioned poison darts because it is easy to poison stuff with them
and you don't need to ration them because you can buy them infinitely.

While I meant that he has only 40 available for this fight(I dunno how many he needs to proc the poison, but the buildup every proc gonna be bigger). I killed him for the first time with a crossbow while standing behind cover so his archer phantoms don't hit me and I still could hit the commander. It took me some time, and definitely the poison mist is better method and costs nothing in the end.

It takes less than 10 darts to poison targets not resistant to poison.
I never said Poison Mist or Poisonous Mist are not good as well.

You get the poison ashe of war in the same area - put it on you melee weapon, lure him out so his phantom spawns do not add, circle him on Torrent wacking at him with your weapon, he telegraphs his AOE, so you can sprint out of the way, summon jellyfish as well, and let the poison do the hard work.
