Why would you have to do NG+ to get it?

You cannot drop spirit ashes. Do not worry though, just do Rannis questline and beat Alecto, it should be doable at any time in your playthrough. But do prepare for a tough boss.

You can still do it though...even if you've already been burned by the 3 fingers.

EDIT: Also, if you wish to reverse the Frenzied Flame lock, you can in the same playthrough (in case you wish to get the Age of Stars ending).

ive already done her questline last playthrough but i wasnt thinking abt the spirit ash

Ah...well. You can always attain it in the current game you're in, but you're going to have to do Ranni's questline again.
