The PvP range is basically scaling multiplayer to your own rune/weapon level, so hypothetically you should find players to match at any level.
IMO 150 is best endgame level since even casuals have +25/+10 weapons by Leyndell and the PvP range effectively 'catches' the realistic upper limits of a first playthrough.
Besides, you dont really need to go much higher than that... I'm in NG+8 on a RL150 toon and - idk if its skill or clever buildcrafting - Im still OP.
sometimes i get a random duo against me where one of the players are really good and the other one is really bad, i think thats just a dude getting boosted :D
but yeah kinda sad i have to remake my character if i don't want to wait 30mins for pvp.
I think everyone above something like 300 also gets placed in a lobby together. I've heard the PVP there is terrible but at least it's somewhat frequent.
