It depends on build as well, bleed builds will have easier time for example.
You should definitely beat Morgott first.
If you continue progressing after Morgott you will find plenty of upgrade materials.
Weapon upgrade is the real whammy. I fought him with a maxed out weapon, and he was a nightmare.
As for level, it's more of a Vigor check than anything, once you managed to also level up your weapon to +9. If you can raise your Vigor to end-game levels (46-60) and get the weapon upgrades, you should be able to defeat him.
+22 / +9 is fine too, just will need to smack him 2-3 extra times.
All the late game materials are found in late game: either Farum Azula or Haligtree.
Level estimate is from a natural play through. You can try lower and make it harder on yourself if you want to.

If you're a new player, beat Morgott first. Find Mohg in the sewers as well and beat him there first.
