Mods problem

I recently installed mods on the game and got the toggle anti cheat and run offline mode mod so I don’t get banned, put in the game files and have a shortcut for it, when I try to use the shortcut I get the error problem “Could not find start_protected_game.exe. please move anti-cheat-toggler.exe into the game folder or try to certify your game files through Steam.” I have verified my game files two times and I know for certain that the toggler is in the game files, so why does it not work???
