I bought 2 puppets, bought all spells, but selvius doesnt ask me to get the amber shard (which i have already).

Do i need to buy another puppet for 3 total? I can only buy dung eater for 5 which i dont have the shard for.

I havent killed radhan is that a trigger?

Am i even gonna use this talisman?

You need to get the amber starlight shard and give it to him, Altus Plateau near the entrance to leyndell Royal capital. Don’t give it to Ranni though will do nothing but piss her off.

Once that’s done enter Nokron to kill that creeper and get his sweet armour.

Depends on your build. It's the sort of thing I think is more useful later than sooner. More damage is always good. But not if the increased damage received makes you get one-shotted. Probably best used in conjunction with something giving some DR back.
